The Existing Conditions

The development site is currently vacant land located on the West side of Pembina Highway facing Kirkbridge drive. The property is just over 1 acre in size and is surrounded by a variety of uses. A 7 storey, 90 Residential Unit development known as the Spot is located to the north, a commercial strip mall which includes Smitty’s Family Restaurant is directly to the East, A CN rail line is directly to the West and the Richmond West Plaza is on the South side of Kirkbridge which contains approximately 10 commercial and retail spaces.

The site is located in close proximity to the University of Manitoba and along major transit lines making it very suitable to contemporary and affordable multi-family apartment homes. The connectivity of the site and demand for housing has attracted investment interest in the area.

The Development

The apartment houses will include a mix of one-bedroom, two-bedroom, and three-bedroom units. All units will be of high-quality finishes and durable, high-quality building materials will be implemented on the building’s exterior. A crucial objective of the project is to be sensitive when deciding on the project’s integration into the neighborhood’s existing characteristics.  It is our goal to ensure that the proposed project will fit seamlessly into the surroundings of the Richmond West neighborhood and provide the framework for positive community growth. The project aims to promote alternate modes of transportation and increased connectivity to the University of Manitoba and to the city center. The development will include 68 indoor, locked bicycle parking spaces and another 12 spaces at building enterances.

The proposed development is an 11 storey, 180,000 square foot, residential building comprised of 10 floors of Residential Units (158 total units), one floor of enclosed parking at grade and one level of parking below grade to provide ample parking for the building residents. The apartment units vary in size ranging from 539 sf – 1871 sf, which we expect will encourage a diverse mix of residents ranging from students and young families to retirees and seniors. The building is an L-shaped configuration that runs parallel and then perpendicular to Kirkbridge Drive, and aligns on the west with the Spot residential building to the north. The building is setback from the east to not impede on the views from the Spot’s south facing tenants, is positioned to not overshadow the Smitty’s strip mall to the east and the CN rail line setback creates a generous distance to also not overshadow the single family dwellings to the West.

Character and Contribution to the Community

During the design process, the development team consulted with community members and met with the councillor of the Waverly West Ward and the City Planner for the area. With the input of these stakeholders and key personnel, the Developer set out to design an affordable multi-family housing apartment building that would respond to the housing needs of the surrounding community. The Developer has kept the building height and setbacks consistent with neighboring building structures so that the new building will not dominate the surrounding area’s site lines.

The building will be home to a highly varied population. Most of the residents will become active participants in the street life of the neighborhood. The architects have set out to design a building that is subdued and visually modest in order to respect its surroundings but to also allow the tenants to bring life to the building’s faces. The developer has chosen to incorporate outdoor space in the majority of suite types to activate and give depth to the façade.

Sustainability

Sustainable design of a building has become increasingly important and even necessary over the past several years. We intend to build and operate to high technical sustainability standards. In addition to technical and design standards, we will create:

  • Social, cultural and urban sustainability;

  • Excellent transit connectivity and promote active transportation for the entire area; and

  • Integration within a diverse commercial, educational, and social environment

Community Engagement

The development team consulted with community members to hear their feedback and any concerns about the proposed development, ensuring that flyers about the proposed development were personally delivered to nearby residences and businesses. The Developer has tried to address all of the feedback raised by the community by making several significant changes to the initial proposed design. Based on feedback from community members and city planners, the Developer also made changes to increase on-site parking; adjusted parking access; and completed a Parking and Traffic Review, a Seasonal Shadow Study, and a Development Viability Assessment related to the site’s proximity to the CN railway.
